TORO Roads application

The Targeting Offenders and Risk on Our Roads (TORO Roads) application provides a comprehensive overview of roads policing data from across the Avon and Somerset force area. Details of collisions, offences such as speeding, Journeycam reporting, anti-social driving, and more can be viewed via an easy-to-use self-serve interface.

Dashboard map titled “Incident and Detection Map Jul 2020 to Feb 2026” showing a regional map (Avon and Somerset Police Roads Policing) densely covered with blue and green markers representing collision points and detections across major roads. A left-hand panel lists toggleable layers (e.g. collisions, near misses, speed enforcement). On the right, summary metrics display 97,473 incidents, 135 major roads, and 5,673 km of road length, alongside bar charts for incident types (including collisions, non-recordable incidents, near misses, and JourneyCam reports), a line chart of incident counts over time, and charts for speed detections (5.03M) and speed locations (4,327).

As an approved partner, you will have been set up with an account on the application. As part of the initial login process, you will have to set up Microsoft Authenticator for two-factor authentication (2FA). Please follow the on-screen prompts. You should only need to do this once.

You can access the app though the button below:

Using the application

TORO Roads is based on the Qlik analytics application. See Basics in Qlik (Word doc) to get some general guidance and tips.

On the overview screen, you have the option of choosing between several pre-defined sheets (you can also move between sheets using the page arrow buttons at the top-left of each screen):

Incident and Detection Map

This sheet shows a map with customisable overlays to show a range of roads data, including speeding offences, collisions, near misses, local authorities and parishes. These can be toggled using the options on the left of the screen. The map can be moved by dragging with your mouse, and zoomed in and out using the mouse wheel. There is an overview of collision data to the right of the screen. Additionally, you can filter the data according to local authority, parish, road type, road number, and road name by using the buttons at the bottom of the screen

Road Risk Hotspots

Similar to the Incident and Detection Map, but this view focuses on showing road risk, which enables easy identification of hotspots (currently for major roads only).

Road Analysis

This view presents a dashboard with charts showing data including number of incidents, incidents per kilometre, incidents weighted by severity and more. The data can be filtered for local authority, parish, road, and more.

Collision Profile

A dashboard that focuses on collision data, including collision severity trends over time. The view can be filtered using the options to the left of the screen.

Time Analysis

This dashboard focuses on time-based display of data, enabling identification of trends, and a view of incident distribution on an hourly, daily and weekly basis.

Vehicle Analysis

This dashboard focuses on time-based display of data, enabling identification of trends.
