Anti-Social Behaviour, Street Drinking and Begging – Yeovil Town Centre

We are aware of an increase in Anti-Social Behaviour, Street Drinking and Begging within Yeovil Town Centre – we are carrying out regular patrols to reduce and deter this behaviour. We are recording crimes in these instances as well as trying to engage, educate and lastly enforce. We work with partners in the community such as the Council and Housing Associations and utilise our tools and powers to reduce and deter this behaviour.

    We have recently assisted Somerset Council in enforcing their Injunction Order against a local beggar and as a result appeared in Court and received a 2 month sentence for breaching the Order.

    STREET BEGGING

    We are aware that there are still several street beggar’s dotted around the town centre of Yeovil. This is causing concern to the local community and we are working with Somerset Council and other key agencies to address this and to offer support.

    *UPDATE*

    STREET DRINKERS 

    We are continuing to carry out high visibility patrols in the area and answering to reports received by the public & traders.

    We are working closely with the Anti-social Behaviour Team based here in Yeovil who are busy collating all the reports into evidence required to issue:

    ASB Warning Letters 1 -3  (STAGE 1)

    A person can receive up to 2, sometimes 3 warning letters. These letters will provide a description of the anti-social behaviour that has been committed.

    Community Protection Warnings (STAGE 2)

    Before a CPN can be issued, the person, business or organisation suspected of causing the problem must be given a written warning stating that a community protection notice will be issued unless their conduct changes and ceases to have a detrimental effect on the community. The warning must also detail that a breach of a CPN is a criminal offence.

    Community Protection Notice (STAGE 3)

    Community protection notices (CPNs) are designed to stop a person aged 16 or over, business or organisation committing antisocial behaviour (ASB) which spoils the community’s quality of life. This can include offences such as noise nuisance, eyesore rubbish on private land and antisocial behaviour.

    YOUTHS ON THE ROOFS OF BUILDINGS IN THE TOWN CENTRE.

    There has been no further reports so far of Youths on the roofs in the Town.

    But we are monitoring at the moment in case we receive any further reports in relation to Youths being seen on roofs in the town centre.

    West Hendford Underground Car Park UPDATE.

    The  West Hendford Car Park has now been completed and the gates are closed at  19:30 by security who are checking the car park.

    There is on the entrance a sign with details of opening times .

    Also a phone number for  Security should you have an issue.

    CCTV and Lighting has been updated also.

    A.S.B. Letters have been issued to individuals due to their behaviour .

    We are also looking to build up the evidence to issues certain individuals with  a   C.P.W  ( Community Protect Warning )

    YEOVIL TOWN CENTRE – CURRENT PSPO

    STREET DRINKING, ANTI-SOCIAL BEHAVIOUR

    We are pleased to announce that after several meetings we will now be working closely with South Somerset District Council PSPO enforcement officers in the up coming new year.

    We will be working together to provide a joint approach within the town centre to tackle anti social behaviour linked to street drinking. The approach will be to engage, educate and issue a fine if a firmer line is required.

    STREET BEGGING  – YEOVIL

    We can now confirm that Jane MULLEY of no fixed abode has received an 8 week prison sentence for breaching her current local authority civil injunction. The injunction prohibits her from begging within the defined area and this area includes Yeovil town centre.

    We are pleased to announce that after a multi-agency approach the work has now started on WEST HENFORD CARPARK. The location has been a continuous source of complaints in regard to ongoing anti-social behaviour. The carpark is now closed and is fenced off while all the planned works are carried out.

    ANTI-SOCIAL BEHAVIOUR – YOUTHS ON ROOFS

    We have received more recent complaints about teenagers  on the roofs in the High Street and Princess Street area.

    Who have caused damage to windows and  roof tiles of the buildings.

    Please can we remind those involved that it is very dangerous for all involved and there are some significant drops that could cause serious injury or death should they fall.

    We are working closely with local businesses/landlords of addresses to try and resolve the issues.

    A Section 34 Dispersal Order has been authorised in the Town Centre due to anti-social behaviour. This is in response to continued anti-social behaviour and disorder, after a female was also arrested for public order offences and assaulting an emergency services worker.

    Those issued with dispersal notices are required to leave the area immediately and not return within a set amount of time. The consequences include facing arrest if they refused to leave or return to the area.

    If we have continuing issues with street drinking and anti-social behaviour then action will be taken and a Section 34 will be re-requested.  This also includes anti-social behaviour in regards to youths in the Town Centre, we will be actively monitoring all behaviour particularly over the summer holidays.

    We are aware of recent anti-social behaviour taking place in the Town Centre.

    Yeovil Neighbourhood Team are on lates this week and will be patrolling the area offering reassurance and taking positive action where necessary.

    Anti-social behaviour – Nine Springs

    We are aware of increasing Anti-Social behaviour in the Nine Springs Remembrance Gardens. This involves street drinking and the use of drugs.

     

    We are working closely with the Park Rangers and increasing patrols in the area.

    Street Begging – we are continuing in working closely with other agencies and carrying out patrols/engaging and offering support where necessary.

    Today we have issued an injunction on person(s) for actively begging and continue to monitor their behaviour.

    WEST HENDFORD UNDER GROUND CAR PARK.

    Officers continue to patrol at periodic times in the car park and have engaged with Youths that have been in the area when we have arrived.

    This has been done by making them aware of their actions by Noise which can be heard by residents’ or when playing in the car park by shouting at each other it causes it to be louder by the echoes within the car park which can be heard by local residents.

    STREET DRINKERS

    We are continuing to carry out high visibility patrols across the town centre in response to complaints received about anti-social street drinking. We have been engaging and trying to build positive relationships with those involved.  This will help us to educate them around the effects their behaviour has on the wider community.

    We are now starting to see a decline in complaints and will continue to work hard with those involved.

    Patrols continue in the Henford Underground car park.

    In response to the behaviour of individuals who are gathering in the car park at various times during the day and evenings.
